Humane Security Act

An act to regulate the purchasing of arms and armaments by the Bandurian government and its agents
BE IT THEREFORE ENACTED, as follows:
§1 - Responsibility of the Government
- The Government of Banduria and its agents shall proceed in all arms trade agreements in compliance with the Arms Trade Treaty of 2013;
- The Government of Banduria shall not purchase or sell arms and armaments to state and non-state actors that engage in terrorism and/or genocide;
- The Government of Banduria, in the spirit of compliance with the Geneva Protocol, shall not purchase, or attempt to purchase, asphyxiating, poisonous or other gases, and of all analogous liquids, materials or devices and bacteriological methods of warfare, henceforth referred to as chemical and biological weapons;
- The Government of Banduria shall not purchase, or attempt to purchase, nuclear and thermonuclear weapons, which are to be recognized as unconventional and inhumane in nature and a destabilizing force in the geopolitics of the region;
- The Government of Banduria will comply with any and all United Nations sanctions pertaining to the trade of arms and armaments.
§2 - Office of the Inspector General
- The Office of the Inspector General (OIG) of the Ministry of Defense (MoD) is mandated to audit and ensure the full legality of any and all arms deals conducted by the Government of Banduria to ensure full compliance with the law;
- The Office of the Inspector General must report all violations of the Humane Security Act to the Office of the Minister of Defense. The Office of the Minister of Defense is then required to forward the full findings of the OIG to the Parliament of Banduria within seven (7) days;
- The Office of the Inspector General of the Ministry of Defense is mandated to provide semiannual reports to the Parliament every six months of all their activities;
- In the event of suspected violations of the law after Parliamentary review, the Ministry of Justice is mandated to act in prosecuting such cases.
