Public Service Evaluation Act

An act to evaluate public officials and promote efficiency in public administration
BE IT THEREFORE ENACTED, as follows:
§1 - Annual Evaluation
- Each Bandurian public official will be rated in an Annual Evaluation. The purpose of this evaluation will be to assess the work of each public official, rewarding competent ones and motivating less competent ones.
- The Annual Evaluation shall rate a public official with 1 to 5 stars: 1-2 (incompetent), 3 (mediocre), 4 (competent), 5 (exemplar).
- The evaluation shall:
- evaluate the conduct of each public official from 20th January to 20th December.
- be published on 21st January each year.
- evaluate the conduct of each public official from 20th January to 20th December.
- The annual evaluation of each public official shall be made public on Gov.rb, the Bandurian government website. This is meant to promote transparency in the public sector.
§2 - Government Review Agents
- The government of Banduria shall appoint 250 Government Reviewer Agents, with a term of four years (which can be renewed). If there is a need to do so, the number of agents can be amended by a simple legislative majority.
- The appointments of Government Review Agents must be approved by a simply majority of the legislature, to avoid partisan evaluation of the public administration.
- The Government Review Agents are required to have a Master of Public Administration degree.
- The Government Review Agents are to be under the supervision of the Minister of Public Administration, who shall appoint them to supervise and review selected government departments/agency. The only requirement is that each public department/agency shall have at least one agent as reviewer. Agents can be assigned on multiple departments/agencies.
§3 - Tools of Evaluation
- The manager/supervisor of each public department/agency shall rate public officials with 1 to 5 stars, according to their judgement of their work, and provide a short commentary on their work.
- Citizens will be able to rate the services of public officials they interact with:
a. Online on Gov.rb. The government website shall provide a profile of each public worker and citizens will be able to rate them with 1 to 5 stars and comment publicly on their experiences with them.
b. On a paper form provided by the government department/agency where the public official works, allowing them to rate a public official with 1 to 5 stars and leave a comment on their experiences with them.
3. Government Review Agents shall rate public officials of their respective departments/agencies with 1 to 5 stars and provide short commentary with their observations of each official.
4. The overall rating of each public official shall take into account the ratings of managers/supervisors, citizens and government review agents. Each public official shall be rated according to the median rating.
§4 - Annual Evaluation and Wages
- Public officials with a rating of 5 stars shall see their monthly salary for that year increased by 10%.
- Public officials with a rating of 4 stars shall see their monthly salary for that year increased by 5%.
- Public officials with a rating of 3 stars shall see no change in their monthly salary for that year.
- Public officials with a rating of 2 stars shall see their monthly salary for that year cut by 5%.
- Public officials with a rating of 1 star shall see their monthly salary for that year cut by 10%.
