Military Service Act
Author: Xie Jia Ju, RPP Sponsors:
A bill to establish mandatory military service.
BE IT THEREFORE ENACTED, as follows:
§1 - Establishment of Mandatory Military Service- All able-bodied Bandurian citizens will be required to register for service with Banduria’s Armed Forces within one-hundred and eighty (180) days after turning eighteen (18) years of age.
- Military service shall be one year for women, and two years for men.
- Military service can be deferred for up to two (2) years if the deferrer fits into any of the following criteria on the date of their 18th birthday:
- Have been accepted and plan to enroll in a higher education institution
- Is enrolled in a higher education institution
- Mothers of an infant two (2) years of age or younger on the date of the mother’s 18th birthday
- Pregnant women
- Is physically unable to serve due to illness
- This line should not be interpreted as to exempt the following groups:
- The Wheelchair bound
- Members of the groups; listed above shall have their service time cut in half and are exempt from combat roles during their time of service.
§2 - Enforcement of Mandatory Military Service- The government of Banduria shall be granted the right to defend the integrity of this bill, should the citizen not register within one-hundred and eighty (180) days, and they do not fit into any of the exempt categories listed in Section 1, Line 3, the government can levy any and all of the following penalties:
- A fine of no less than F2,000 and no more than F15,000 for every thirty days after the original one-hundred eighty days (180) grace period has expired.
- Fixed-term imprisonment for a period up to ten (10) years
- Revocation of passport
- Suspension of work permits, driver’s license, and any professional licenses
§3 - Compensation for Mandatory Military Service- Citizens shall be awarded a living stipend F500/month for every month that they are enlisted
- Citizens shall be granted a rifle for personal use upon completion of their mandatory military service.
- The government of Banduria is in its right to indefinitely confiscate weapons and suspend one’s ownership if one of the following terms is met:
- The citizen is charged with a violent crime such as but not limited to murder, assault, rape, or arson.
- The citizen has been deemed mentally unfit to own a firearm by a medical professional.

As Defense Minister, I will oppose this bill. Mandatory military service is a violation of the free will of the citizens of Banduria, and so long as I am Defense Minister, I will strive to ensure that the rights of Bandurians are protected, including their right to determine whether or not they wish to serve in the military.

As Defense Minister, I will oppose this bill. Mandatory military service is a violation of the free will of the citizens of Banduria, and so long as I am Defense Minister, I will strive to ensure that the rights of Bandurians are protected, including their right to determine whether or not they wish to serve in the military. As Defense Minister, I know that you want to keep Banduria safe, which must be an incredibly difficult job given our relative size and population compared to anyone of our neighbors and the ferocity of terrorist cells that operate throughout the continent. The next century is going to be very contentious, and the rights of Bandurians will be under constant attack. That is what this bill is for, for protecting our rights as Bandurians from those who wish us ill. It has come to my attention that it might benefit us all if practicing Buddhist monks are made exempt from combat-roles, can I count on your sponsorship DM? In the name of keeping Banduria everlasting and safe?

In the name of keeping Banduria everlasting and safe? No. I leave it to the citizens of Banduria to decide whether or not they wish to serve in our Armed Forces. If they do, then of course we in the Defense Ministry are more than happy for their service to their communities and to the Republic, and will aim to provide them training and equipment to make them ready in the event that we must take to arms. But unless we are in a state of national emergency where a draft is required, I will not force Bandurians to serve in our military. I will not sponsor this bill, and should it make its way to the floor of the House, I will fight it tooth and nail.
