Bandurians Effectively Leverage Trade Act (BELT Act)

An act to construct a deep-water port in Witwater Harbour
BE IT THEREFORE ENACTED, as follows:
§1 - Goals - The government of Banduria recognizes that Witwater harbor needs minimal modification to accommodate the most massive modern-day cargo ships.
- The Government of Banduria also encourages the more even distribution of people and commerce throughout the country to ease overcrowding in our principal cities.
- The Government of Banduria recognizes that Banduria sits on one of the world’s busiest trade route and will act to exploit that traffic to the benefit of Banduria. Thus be it enacted:
§2 - Perameters- Upon the passing of this bill, the government of Banduria is will have three-hundred fifty-six calendar days to propose a plan to sustainably build and fund a deep-water port in Witwater Harbour.
- The government of Banduria is prohibited from denying funding and stakeholdership on the basis of:
- Race
- Creed
- Political affiliation
- National Origin
- Sex
- Religion
- Age
- with the exception of prohibiting direct stakeholdership from a foreign government
- The government of Banduria is permitted to leverage as guarantees of investment (collateral) as means of securing funding for this project:
- National bonds equivalent in value to the estimated value of the port
- Ownership and sole management of the port for a period of no more than ninety-nine (99) years
