I would suggest amending §2 to change "2% of 2%" to "two percentage points of 2%", just to be pedantic; I would very strongly urge amending §2 to include full-employment goals as well.

Changed the 2% thing; can you elaborate on "full employment"? Is it a target unemployment rate you have in mind or simply for the Bank to consider what it can do to promote employment?

Singapore has an employment-to-population ratio of 65%, Malaysia of 66%, and Vietnam of 75%, so a target rate of 70% is between these ratios.

I will add a section on employment-to-population of 66%; given that Thailand is 67% and Vietnam is a "socialist-oriented market economy", presumably with a different role for government, I think that's comparable to our neighbors.

Why are we having a weird target employment-to-population ratio instead of just a target unemployment rate? Also, Siew wouldn't support anything compromising the central bank's independence, which §2.3 does.
